Energy Assistance

The Connecticut Energy Assistance Program (CEAP) helps Connecticut residents afford to heat their homes in the winter. The program is administered by Connecticut’s Department of Social Services in partnership with local Community Action Agencies throughout the state. The agency that covers Colchester is TVCCA.  You can apply for CEAP at TVCCA or at our office. 

CEAP is an annual benefit, so you must apply each year to receive assistance. The dates for 2025-2026 heating season are:

Online applications: Began September 1, 2025, through the CEAP online portal.

In-person applications: In-person applications began on Tuesday, September 2, 2025.

Deadline: The last day to apply for benefits is May 29, 2026. 

How To Apply:

Apply in person: You can apply in person at TVCCA or at our office. Call us to schedule an appointment. 

Apply online: Submit your CEAP application through the online portal. (Online applications are automatically digitally signed when you submit them.)

Apply by phone: Call TVCCA and request assistance applying for CEAP over the phone.

Apply by email: Download and complete the CEAP Application (English or Spanish).  Email the completed and signed application, along with all required documents, to TVCCA. 

Apply by mail: Download and complete the CEAP Application (English or Spanish).  Mail the completed and signed application, along with all required documents, to TVCCA.d returned to the applicant. (Online applications are automatically digitally signed when you submit them)
