On Tuesday, a complaint was made at Town Hall that calls
were being made encouraging support of the BOE budget at
Tuesday's referendum, with the calls originating from a Colchester
Public Schools' telephone number. After an inital investigation of
the concern, what we have learned is that the American Federation
of Teachers (AFT), which represents Colchester's teachers, para-
professionals and cafeteria workers, arranged with a vendor to
make get out the vote calls to AFT members who live in Colchester.
We understand these calls to have been made on Monday and
possibly Tuesday. The outside vendor making these calls required
a phone number for the Caller ID. The outside vendor apparently
used a phone number for the Caller ID that was taken from an AFT
maintained website for the Colchester AFT local and tht the number
was identified by the recipients' caller ID's as coming from the
"Town of Colchester." The reason for this is that this number used
by AFT's private vendor is a number for one of the Colchester Public
Schools. AFT Connecticut and its counsel have been made aware
of our concern over the posting and use of a Colchester Public
Schools' telephone number in this way. This use was not authorized
by either the Colchester Board of Education or the Town of
Colchester. We have asked AFT for an explanation of these events
and we will publicize any response recieved from the AFT
concerning this matter
