Colchester Motor Vehicle Tax Bills to be delayed
The Town of Colchester will delay issuing Motor Vehicle Tax Bills due to the uncertainty concerning possible legislation that could result in a change to the uniform state-side Motor Vehicle Mill Rate.
As soon as information about the Motor Vehicle Tax Bills is available it will be noticed in the papers, posted on the Town of Colchester’s Website www.colchesterct.gov and also by calling the Tax Office 860.537.7210. As mandated by Connecticut General Statutes 12-146, you will have 1 month grace period from the established due date to pay the bill without penalty.
Bills for real estate and personal property will go out on time, according to Wyatt.
“The 2016 Grand List bills for real estate and personal property will be due July 1, 2017 and delinquent after August 1, 2017. Those bills will be mailed by June 30, 2017,” according to Wyatt. “Once the State budget has been finalized, the Town will proceed with setting a due date for the motor vehicle bills and then they will be mailed.”

The public can view and pay bills on-line using credit cards, debit cards, or electronic checks. To do so, visit the home page, click on the "View and Pay Taxes On-line" link located near the bottom of the homepage and follow the instructions to perform a search. A convenience fee will be charged by Point and Pay LLC to process electronic payments. The rates are $1.50 for e-checks, $3.95 for Visa Debit Cards, and 2.5% for credit cards (minimum fee $2.00 will be charged for credit card payments under $80). In addition to making on-line bill payments, taxpayers will be able to make credit and
debit card payments at the Tax Office. The same convenience fees will apply for credit or debit card payments made at the Tax Office.

ATTENTION COLCHESTER TAXPAYERS
Notice is hereby given to the Town of Colchester taxpayers that tax bills on the Grand List of October 1, 2016 are due and payable on July 1, 2017. Real estate and personal property taxes are due and payable on July 1, 2017. Real estate taxes of more than $100.00 may be paid in two equal installments, July 1, 2017 and January 1, 2018. Taxpayers will not receive a second real estate tax bill for the second installment due on January 1, 2018. Please save the January tax bill that is included with July tax bill.
Motor Vehicle taxes will not be billed out at this time due to the Motor Vehicle Mill rate cap. Legislation is considering a bill to raise the mill rate cap; bills will be mailed once this is finalized.
If any tax due on July 1, 2017 is not paid on or before August 1, 2017, the tax installment shall be delinquent and interest at the rate of 18% per annum (1 ½ % per month) shall be charged dating back to the original due date of the bill. Taxes that become delinquent on August 2, 2017 shall be charged delinquent interest for the months of July and August, 2017, or 3%. The minimum interest charge for delinquent taxes is $2.00.
Taxpayers who own property and did not receive a bill or would like a copy of a bill should contact the Tax Office immediately for a duplicate. Failure to receive a tax bill does not invalidate the tax or any interest charged should the tax become delinquent. Taxpayers may access tax bill information and pay on-line from the homepage of the Town of Colchester website at www.colchesterct.gov and clicking the “View and Pay Tax Bills” link under Online Services – fees apply.
Avoid waiting in long lines by paying on-line under Online Services, return your payment by mail or use our night drop box located to the left of Colchester Town Hall’s entrance. If a receipt is desired, please send a self addressed stamped envelope and two copies of the bill. Mail postmarked (US Postal Service postmark only) on or before August 1, 2017 will be considered as having been paid on time. Payments dropped in the town hall’s drop box after 4:30p.m. on August 1, 2017, will be considered as having been made on the following business day and will be deemed as paid late.
