Attention to Owners of a Business, Horse or Unregistered Motor Vehicle
Connecticut General Statutes Sec. 12-41 states that every business must file a Personal Property Declaration (form M-15) annually prior to November 1st. If you fail to file by November 1st there is a 25% penalty added to the assessment.
There is a simple questionnaire available to put your name and address on the mailing list. You can either stop by the office to pick one up or call (860) 537-7205 to have Rachel M. Lewandowski mail one to your attention.
The Personal Property Declarations are mailed to each business, horse, and unregistered motor vehicle owner the second week of September. However, they are only mailed to those who filed the year prior. If you are a new business, horse, or unregistered motor vehicle owner, or have never filed prior, you must contact our office to get onto the mailing list. If you fail to file at all, our office must add a 25% penalty and go back for prior years.

Form M-15 is also used for declaring unregistered motor vehicles and horses. Pursuant to Connecticut General Statutes, these are taxable and must be declared annually. The Assessor is notified by the DMV if your vehicle is registered. However, if your vehicle is NOT registered, Statute required that you declare unregistered motor vehicles on the form M-15 annually prior to November 1st. All horses must also be declared prior to November 1st.
